Tussen 1997 en 2007 was veel te doen over de belastingmaatregelen waarmee Nederland de filmsector wilde stimuleren. Het doel van deze maatregelen was het genereren van productievolume door het aantrekken van private investeringen en het bevorderen van de filminfrastructuur. Aan de overheid staan diverse middelen ter beschikking om beleidsdoelstellingen te bereiken, bijvoorbeeld regelgeving, voorlichting en subsidiëring.
